Won't produce video after sleep or shut down

I wasn't sure if I should post this in the power or video section, because I'm almost certain it's a power issue, but has somewhat to do with my video card.

Hardware: Corsair 650W CMPSU-650TX PSU
XFX 6870 XFX HD-687A-ZHFC Video Card
ASUS Mobo
4GB Kingston RAM
AMD 2.8 Quad Core

Issue: My computer runs fine. I can game, watch videos, etc. The problem is, if my computer goes to sleep, or if I shut it down, it will not produce video when I try to power on. If I do, the GPU fan will max out, and the computer will just sit there.
In order for my computer to work, I have to shut down my computer, turn off the PSU switch, wait for the mobo led to turn off, then flip the switch on, and it will run fine after that. Resetting the computer has no issues. Works fine after a reset.

I'm assuming the GPU may require a Dual 12V rail PSU, and I only have a single 12V rail PSU.

Any ideas?
TIA!

You assumption regarding the PSU is not correct. That PSU can easily power that card... two of them even. In the PSU section is a stickied thread on dual vs single rail PSU's. May want to take a look at that for further explaination.

My solution is to disable hibernation/sleep on the PC.

go into power settings in the bios and try a differnt sleep state in the power settings, should be like s3 or s2 see if changing that will help

What Catalyst Driver version do you have installed? I had almost the exact problem after installing the 12.7 beta drivers. Whenever my monitor would go to sleep, I would have to hard reset to get it working again. I ended up rolling back to 12.6 and it's all good now

^Thanks I'll try that. And regarding all the sleep advice, it's not just in sleep mode. If I shut down the computer correctly, the computer will not produce video if I try to turn it on. I have to completely power off the PSU, which is a real pain in the ass.

Just basic keyboard, wireless mouse, and USB WiFi stick. Nothing else.

So I have the 12.6 driver, still does it. I shut it down properly, and if it try to turn it on, the GPU fan maxes out and doesn't produce any video. I have to turn the PSU switch off, then back on for it to work correctly.

Maybe check the 12 volt rail voltage with a digitalmultimeter while the issue is re-produced.
If you can, try another psu.
