core always running full speed??

for some reason the core clock on my new r9 290x is running full at 1010 mhz all the time, even if usage is 0%, memory clock normal at 150mhz.

if i uninstall and reinstall the drivers it works fine (300mhz) but when i turn pc off and back on it sticks at 1010mhz again.

any ideas why?

card is sapphire 290x tri x (non oc)
 
any firmware updates available ?

also i really dont reccomend this but for testing purposes maybe a rollback on firnware just to see if that affects it ..


while your out looling around check for any bios updates for motherboard
 
everything is up to date.
it weird cuz if i reinstall the 290x drivers it work fine until i turn the pc off and on again then it comes on at 1010mhz. alos if i try to set it under 1010 on afterburner when i hit apply it jumps back up to 1010. like its being forced to stay there.

im sure its to do with the hd4000 intergrated gfx driver
