Windows unable to format USB?

Hey guys.

I have a 2gb USB stick that i once used to try and flash a chromecast, during this process, you format the usb to a different format.

Now that i dont have chromecast anymore, and dont care about those things, i'd like to have my USB stick back for normal use.

Windows is unable to format it, does anyone know if there is other software that may be able to format the usb stick back to fat32 or NTFS?
