oem(original equipment manufacturer)means you get just the card,no extras like games and software bundle, and that sort of stuff.
 
Retail stuff comes in a nice box with manuals, cables, and long warranties etc.

OEM is just the card in an antistatic bag and packing peanuts/material :)

OEM is also usually cheaper :attn:
