Has anyone noticed that when dealing with problems in Windows9x restarting fixes everything. Its like Robitussin, anything that goes wrong with your body Robitussin will fix (Chris Rock), and anything that goes wrong with your computer restarting will fix. Well almost everything. Why did they do that? Was it neccesary? Don't think so. Also it would be interesting to find out why restarting fixes things. Does anyone know?

I don't think that is a built-in feature, more likely an unintended one. Quite often a reboot works as well in 2K, too. A lot of the time in Windows, the longer you are running and the more you run, things tend to bog down, and a reboot eliminates a lot of the crap.

yeah, restarting works for my (win98) computer too. microsoft didn't need to include restarting in the documentation, if you dont restart windows your computer will freeze and you will have tp.
