Hdd problem / copying hdd contents over

hey, i have two hdds in my dell, one is original and is an ibm and other is a wd. the drive letters sorta got mixed around after i formatted so my ibm drive is partitions c and e and my wd drive is partition e. i always noticed that opening files and other things were always sorta slow but never really suspected my hard drive. after defragging them though i was on pcpitstop.com and for hardrive performance i had 3mb uncached speed and it said that was really slow but my wd drive was fine. does this mean the hdd is failing or maybe its just a slow hdd cause i was going to replace it. also if i do replace it is there a way to make it so the new hdd copies everything over and i dont have to reinstall anything.
