standard conectors arrangement on a PC fans:
#1 GND, #2 12v, #3 tach, #4 PWM

so yes,
it should be 4 wired fans
 
Not to be picky or anything, it's PWM...Pulse Width Modulation
The fourth wire signals the fan to turn full power on and off very quickly to vary its rpm, short duration pulses for slow speed, longer duration pulses for higher speed, thus why it's called pulse width modulation.
Not picking knits, just teaching....knowing what is good, knowing why is gooder! :)

For true PWM control, yes, there needs to be four wires. There is also "psuedo" PWM on some motherboards that is actually effected by the motherboard varying the voltage on three wire fans. It is not as effective as real PWM and will not allow you to throttle down the fans as low without stalling.

In theory, it's possible to make a fan with power, ground, and PWM. In practice, I have only seen one fan using that design and that's the second fan on my video card.

It's also possible to play tricks with one wire and get both PWM and RPM, but that's not done as it's more complex.

Actually, it would be cool to have three fan headers on three edges, and one on the back edge of the motherboard, then you could fully PWM cool the little furnaces they keep throwing at us without always having to use such creative means.
2-4 headers is a joke!

Nah stop with the headers on the MB, use wireless fans!
(only needs power molex)

Each fan its own (ip)address on the Pulse Width Network inside the case
