device cannot start error in device manager

ive tried a mach 64 pci card and a cirruss logic pci card for a secondary video card to use a second monitor
both cards dont work
i get a Device cannot start error in device manager
im in windows 2000
can anyone help me fix this?

Sounds to me like IRQ settings.

Check to see if there's any conflicts.
