Forget 350, go 400W+ on the PSU.

For the chip an 1800 should overclock about as far as a 1600. But 1600's are cheaper and come with a lower multiplier, meaning you may not even have to unlock. With a KT333 board you can use the 1/5 divider and get the chip to 170+ FSB locked pretty easy if you get the right stepping. With an 1800 you'll have to unlock to get a high FSB.

I would go with the XP1600+ cpu. The newer steppings have been proven to hit 1750mhz-1900mhz depending on your setup.
I've gotten it to 10.5x176fsb. While the XP1800+ won't go as high and is more expensive.

Definitely get a kt333 mobo and if price is a concern, get the abit kx7333 or maybe even an epox. I'd suggest the Asus a7v333 if price isn't a concern.

I went overboard when I upgraded from my generic 300psu.
As you can see in sig, I got an Antec 480W True Power.
3.3v rail is at 3.35v, +5v is at 5.05v and the +12v is at 12.34v. The 3.3v and +5v rails hardly even fluctuate.
Like Illah said, don't go below 400w.

Give your sis the 1800, just make sure your parents know about it. It never hurts to be caught in an apparent act of benevolence. You can give it to her because "even though it's a bit faster, I know it's stable and I'd like to make sure she doesn't have any problems. I tweak my machine all the time, so I can handle any potential problems easier."

As for power supplies, kdcomputers has an antec 400w for $49.00. That's what I'd get.

Watch newegg for the PSU. I got a true 430 for like 54 shipped. I have been very happy with this boy.
