When I rebuild I'm lookin into a duel "whatever is fastest"
and I want to go H2O.

Do you recomend a pelter?
if so what size "or power"

and how many watts do I need for my PSU.

I must have stability!!!
I run a digital photography studio and I can not have my system crashing.

So its probably going to be a dedicated digital dark room, no games or anything non photo related.

I think a straight watercooling setup would be the most reliable and dual systems are not made for overclocking as high as single cpu based system boards anyway, so the benefit to go sub ambient temps are diminished by the system itself.
