XP1800+ Very High Temperatures

ok here's the problem

Ambient temperature has been between 35-39C (39C NOW)

Temperatures when Idle (CPU/MB) 55/35
Temperatures at full load 70/40 (never kept working on the pc when it was this high)

it's an AMD 1800+(not overclocked), asus A7V266E, Radeon 7500, Volcano 7 HSF, 2 80mm case fans(1 in the back, 1 in the front).
I have already done the bios tweak(the one that reduces the temp by almost 8C).

Your ambient temp is to high to begin with. it should be in the low to mid 20s if you want to get your cpu temp to a respectable level.
 
It has been incredibly hot this week, and the room is directly hit by the sun for around 8 hours a day.
