Im looking for a copy of Pink Floyds Pulse on DVD on EBAY..and all there is is VCD and a few PAL DVD's. Do these things work? Do they come in Dolby Digital?

PAL DVDs only work with PAL output DVD players and PAL input TVs.

You'll have to check the manual or manufacturer's technical info of your DVD player to find out if it can read VCDs. Support for VCD is very dodgy.

VCDs are encoded in MPEG-1 and will not have DVD quality audio. They'll have 44khz 16-bit Stereo or lower. Video quality varies depending on recording length.
