your room temperature is a bit high, getting air conditioning would help lower your temps but I dont know if that is something you would want to do.

If you have that many case fans you probably have good case temperatures so eliminating those two things we are basically left with your heatsink. Using artic silver paste may lower your temps a little bit but I think getting a better heat sink is probably the most realistic option to drop the temps as much as you want to.

I know you said you have a good heatsink but the difference between good and the best is quite large. Something along the lines of a thermalright SLK800, SLK600, SK7 or SK6+ or a swiftech mcx462 or mcx462+ or even an alpha PAL 8045. those are all great heatsinks but are a little costly, the thermaltake volcano 7+ may be a cheaper alternative with comparable performance.

What kind of heatsink do you have now?

mmmm, I have a XP 1700+ with idle at 33C and load at 47C, a big range but hey. I have a volcano 9 with a smart fan at 3500 RPM, and only 2 case fans going at less than 3000 RPM, the noisest part is the PS, I am using the temperature reading from a MSI kt266 mb. Hope this helps. I am using AS thermal compound.
