The Glaciator has my Tbird 1200 running at 1400 (140x10, 1.95v) at 55C under full load.
 
Yes. Probably just a little worse than the Swiftech MC462 but at half the cost ($40 vs $80).
 
If money and hearing are no object then the Swiftech MC462-A Rev1 is great.
Then I would say the Thermoengine is the best all rounder, cheap, not heavy and cools great.
Then I'd say the Taisol cgk760 as it's a good cooler, inexpensive and can fit an 80mm fan on without loosing too much airflow.
