Intel Dual 400 Server

Hello!
I have an Intel dual PII 400 server that only likes to read one CPU. If I fool with it wor awhile (i.e. remove CPUS/RAM/ etc than I can get it to read both CPUs for one or two boots but it always returns to only seeing one. Everything is seated well. Can anyone help? Billy

This is upon booting when BIOS does the CPU check, correct?

Yes

Right after the BIOS counts the RAM it posts sonething like:

Intel Pentium II 400 bla bla bla

And when it reads both CPUs it says:

Intel Pentium II 400 bla bla bla
Intel Pentium II 400 bla bla bla

Well, aside from an improperly seated CPU cartridge I'm drawing blanks. It definitely isn't the DRAM. I doubt it's got anything to do with the power supply not being able to feed both CPUs every time because P2s aren't power hungry - a dual P2 Xeon only needs a 300W PSU to work. What motherboard is it?
