memory performance probs

I have an 845E Max (6566E). I decided to replace my cheap 2100 DDR memory. I purchased two 512MB sticks of Corsair 3200C2 400MHz DDR. I was hoping to get some additional bandwidth when overclocking.
I set my FSB to 156MHz and made sure it was stable. Using Sandra:
pre-Corsair memory: 133MHz FSB with 2100/266MHz DDR= 2100MB/s

With Corsair memory: 156MHz FSB with 3200/400MHz= 2100MB/s

I'm a bit confused as I've read multiple articles using the same MB with 2700 and there are noticable perfomance gains (2600-2700MB/s).

Any ideas? I'm running timings of 2-2-2-5 and 2.6V

Running the FSB at 156MHz shouldn't I be getting about 2500MB/s? (156 x 2) x 64 / 8 = 2496

I tried running the memory timings a bit lower (2.5-3-3-6)- no luck. Ive also tried upping the voltage. I also thought using two memory banks may have affected perfomance, but I get the same results with only one stick running.

Unfortunately my BIOS does not have FSB/Memory bus divider.

Any suggestions?
