Best water cooler

I am interested in an alternate cooling method(other then hsf/fan). so far peltiers are low in the polls so what is the absolute best water cooling set up? Where can you get one ,and how hard are they to install? Thanks

I would suggest looking at Dangerden.com. They have some of the best water blocks available.
