my +5v reads 4.68 to 4.78@ idle. is it time for a new psu? its only 250 watts so im thinking it is. also could this be reason for random lockups? ive dropped down to stock speed and removed unneeded pci devices
 
I'd say so. Anything below 4.7 V on the 5 volt rail is not good.
I'd recommend getting a Chieftec DX-01 series case. They are only 69 dollars with a Turbolink 420 watt power supply. PS is made by Channel Well Technologies which is a well known PS maker (they are the same company that supplies Antec).

computer success right next to micro center sells some decent cases at decent prices :) .. u might want to go there bro .. and yess, the psu doesn't supply enough juice for your rig ... get a higher wattage one :) ... Go Buckeyes!! Fiesta bowl's ours!! :p
