Some CPUs come unlocked from factory?

I've read different places that say different things (can't seem to remember where now), where it says certain Tbreds under 2000 or 2200 comes unlocked from the factory. Some people say they purchage their CPUs and it's already unlocked.

Anyone know if this is somewhat true or have more information on this?
