A really cheap TV card for yout PC would cost around the same prices, but wouldn't give a good resolution since the PS2 would be outputting in NTSC format. The PS2 -> VGA adapter will give better resolution as compared to a TV card.
I'd also recommend a TV card, since the PS2 was not designed to output VGA signals. It'll look the same, if not worse, then what you get with your TV. Either that or just save the money if all you wanted to do was use your PS2 with a monitor. It just isn't worth it.
