New Cpu Fan Or Gimmick?? P4 478??

here it is, but before I go buy this, I want to know , could this be anew gimmick, or just a GOOD idea, and why hasnt it been thought of before.......it seems like it may just do what they are saying it will do. Any ideas??

It looks very familiar to another HSF that was being talked about a while ago. I think it was a mini heat pipe set up. But I could be way off.
