4.03 volts on my motherboard's i/o!! can this be safe??

i just did a dubble voltage mod on my motherboards i/o voltage and i got a max of 4.03 volts. i just wana know if this can in anyway be safe!
curent motherboard temp: 23C at 3.856 volts
p.s. a7v133
 
3.7V is consider safe and stable for most component and a geforce card running at 4XAGP only use 1.5V, where run as 2X AGP uses 3.3V. The components in the pc wouldn't last as long and the system stablity might become an issue over time.
 
I've heard people say that 3,68 V is dangerous, so I really don't think 4V could be safe in any way.
