what happend if i put a 133mhz p3 866mhz in my precision 410 that only like 100mhz? would the board be fubar? or would it just run it at 100mhz and downgrade the performance?

The multiplier on a P-III 866 is 6.5X, so if you put it into a mobo that will only go up to 100 FSB, then 6.5X100=650 MHz. It'll work just fine at 650 MHz, but it'll be an underclocked CPU.
