I wanna try to set the underclock record, but i need to know what i need to do. I have a p233mhz at30mhz, with a tnt2 at 45/45mhz, but what do i need for my xp?

Im not entirely clear on the question.
Do you mean windows xp- or an xp proc?

both, and ive gotten as low as 1ghz with fsb, but how do i lower multipliers and such(also, to get 30mhz cpu on the p233, i set the multiplier to .5 and 60mhz fsb. HOW DO U GET A .5 MULTIPLIER?)

You'll need to unlock your XP to get the lower multipliers. My motherboard will only allow me to go as low as 6.5 multi. (although I really don't know why you want to underclock that low. It seems very futile.)
