Some times the 12V goes up high to 13.248 from 13.12.

Is this measured using a Windows based application? Make sure your readings are always measured using a multimeter.

gowd that sounds real high, what psu do you have, some of them have mini-pots in the for tweaking the voltages.

Actually I have a simple psu not pots or switches.
The readings are from the BIOS and through pcprobe in Windows.
