Custom PS 9~17v DC Imput

I need some help deciding one what IC's to use, and designing a custom AT/ ATX PS so I can build a comptuer for my car.

Imput: 9~17v DC

Output: 3.3v 25A +5v 25A -5v 1A -12v 1A 12v 15A

I'm not sure of the specs of the computer yet, but this should be able to power just about anything.
