Can't get settings to stick!

I have an athlon XP 1800+ in a GA 7VRX rev 2.0 BIOS version F7 and everything else s up to date. I am able to overclock to 1900+ (1.6GHZ@140FSB) but after i do a cold boot, the settings go back to default. If I try overclocking to 2000+ levels (1.667GHZ@145FSB) i get a blue screen when windows starts loading. Ive tried adjustting the voltage to 5% above and still wont work. I don't think this is a temperature issue as it only goes up 1 or 2 degrees. What could be the problem?
