Does the power consumption of a PSU match what it needs to power, or is it constant? For example, if I was drawing 300 watts on a 500 watt PSU, would it consume only the necessary 300 at that moment or would it stay @ 500?
 
It depends wether its a self regulating one i think if it is it will only give out what is needed. I think this is right correct me if it isnt
 
The amount it draws depends on the amount it puts out. Otherwise a 500W would run a lot hotter than a 300W when used with the same computer.
