i have seen a lot of threads about people having issues with their boot.ini, ntldr and ntdetect.com files, preventing startup. i recently went through the microsoft reference library and dug up this article (i went there cause i accidently set my boot partition as unactive, leaving me unable to boot)

this will tell you how to troubleshoot your boot errors and there is a link to another article on how to create a boot disk that will act as your boot files and start up windows like a charm (that is if you get errors about the 3 files mentioned above when trying to boot, if your computer just freezes with a blinking cursor, or if you get an "invalid system disk, please insert system disk" message)
this only works for windows 2000 and windows xp systems.
