You can sort of build your own. There are some companies, like Asus, that'll sell the skeleton parts to stores and let them build their own laptops. Its not as granular as building your own desktop box, but it is more granular than just picking between oem models.
 
I don't think they'll sell that stuff to random Joe blow over the internet. Its mainly geared and sold to computer shops. Maybe if you work at one or have a friend who does, you can get some of the parts.
 
Can he just say that he owns a computer store and would like to offer custom laptops ?
 
Actually, now that I think about it, there is a little computer shop right down the street from me. I may have to go in and see if he can get his hands on laptop components for me.
