weird PSU

When I was running my computer, the +5V rail remain in 4.85~4.9 volts. Today I've installed four fans in it, and now, the +5V rail is always above 5V. Why this happen? Should I install a resistor in the +12V to see if it improves even more the +5V rail voltage?

I have a high-quality PSU that doesn't put out enough voltage to make the hard drives spin unless enough load is applied. So I can't use it for my 466 MHz Celeron, but it has no problems with a 1.7 GHz. There's even an odd $29 PSU with six AC sockets that specifieds a minimum load on the +5V of 11A! The highest I saw before this was around 5-7A.
