What do I use to attach the neoprane padding onto the back of the motherboard? Silicon or conformal coating? Thanks...

Silicon is for making procs.
What you want is siliCONE
I even used it as glue to paste neoprene on my block.

Vasolene also has trace amounts of water in it. It can cause a short
