True, the multipliers are very high so unless you get one of the MultipleVID version of the chip getting to 133MHz is unlikely, and even with the MultipleVID version it might require some tweaking.

My suggestion go with a 533MHz FSB P4, the 400MHz aren't worth it anymore.
 
if you already got it, try multiplevid to 133. if you even succed, you'll chip will fry without vapo or something like that - it's almost 3,5 ghz. it so much heat...
if you don't, buy c1 2.4b. yeah, good stuff it is like yoda would say :D
