I have HEC 475W psu and my 3.3v is on 2.80!!! (mbm5)
I thought I won't boot on 2.80! how come its like that?

The chipset on the 8RDA+ is reporting the DIMM voltage, not the 3.3v line. IMO HEC makes very solid PSU's and the 3.3 is probably right where it should be. Best way to check is with a multimeter.

btw,
my board reads the 5v rail @ 4.92 and my multimeter reads 5.03
the multimeter is probably correct right?
 
I once got a difference of over 6% between the mobo and the multimeter. The meter is rated for +- 0.4%, +- 2 digits, and I don't think that any digital meter is rated worse than 1-2%.
 
The 4 wire plug that the drives use are 5 & 12 volts at either end, ground in the center 2 black.
 
On one end of the ATX connector there should be 3 orange wires, two on the end and one right next to them - these are the 3.3v wires. Either will do for voltage readings.
