Simply put, it depends on the capability of the kernel within the OS.

The kernel is where all the basic commands that make the OS function are located. Most kernels are built to accept the I/O functions of one processor. Others are built to handle multiple processors and can handle multiple streams or threads from applications that support multithreading.

It's just basic software compatibility and the kernel is software.
