an odd question about capacitors

The goo is mostly mineral oil, plus a few secret ingredients that remain unnamed.
Dishsoap and water on a q-tip may work, as should alcohol. Neither will harm the pcb. If that's not strong enough, you may use acetone (nail polish remover), just try not to rub out any paint marks that you may need to refer to whilst replacing the caps.
Use lots of q-tips, rinsing with these cleaners really isn't recommended. Alcohol and Acetone can run up into the darndest places and cause a short if not dried well for a day.
