Might be there to increase clip pressure...no point in taking it off really...

see those little holes on the bottom of the heatsink. those are screw holes

hmmm, sounds interesting. i still havnt a clue to why its there though. apart from extra mounting pressure maybe, but that can be done by the size of the clip no?

I wonder what will happen now you've removed it..

doesn't it reduce the amount of spring tension the clips can exert? did you bend them a bit more?
 
That little aluminum piece is a guide to more rigidly align the clip with the heatsink. It also adjusts for proper clip loading (adds more force when installed). Theoretically, you should get better temps "with" the aluminum guide - because of greater clamping force. IMHO you would have to try several mountings with and without the piece to really see any difference (to take out the mounting variabilities).

I picked up 3 deg C by removing the fancy Tt fan gaurd (replaced it with a standard wire grill) and another 2 degrees by lapping the base... :)
