I am trying to figure out how to change the bit rate of a song from 320kbps to 96kbps. how would I do that? Can I do that without re-recording them?
 
You can do that with some software that supports resampling. I am assuming youre talking about MP3s? Try something like Easy CD Ripper. Despite the name it also supports MP3 and WMA resampling, and all sorts of encodings for MP3s from .wavs etc.
