I have one fan that blows the hot air out should I switch that for a fan that blows cold air in?
I have 30 loading temp and about 45 max.

No, just leave it as blowing out, and if you can buy one to blow in too that would be best.

are the fans that go into the cd bay any good?

if you have space underneath your drive cage you could dremel out a fan hole...

if you have 2 free bays then you could use 1 80m fan or 2 60mm fans in the free drive bays its easyer than cutting holes through the metal case and if you make a mistake then all you need to do is find a replacement cover insted of a whole case.
