fan controller semi-question answer thing

ok well i want to make a fan controller 12/7 volt thats pretty straight forward, but i also want to add leds
ok on that circuit would the resistor slow down teh fan? im not sure could i get an answer plz? thanks

also top wire is ground, middle is 12v and bottom is 5v
