That is not true. Again, those are the ratios when your are running an 800 MHz FSB.
Here's what my P4P800 manual says (most likely the same for a P4C800-E):
At 800 FSB, DRR 400, 333(320), and 266 are supported. Those are 1:1, 5:4, and 3:2 ratios.
At 533 FSB, DDR 333 and 266 are supported. Those are 4:5 and 1:1 ratios.
At 400 FSB, DDR 266 is supported. That is a 3:4 ratio.
So, it looks like yes, there is a 3:4 "divider" (multiplier, actually, but same thing), but it is active for 400 MHz FSB CPUs only. Now that I think about it, I'm not sure why you're looking for 3:4 with a 533 MHz FSB CPU - that would be DDR355.
