Its the new version of Zalman's heatpipe cooler and the fan is sold sepratly. As for performance, I have read that the heatpipe alone is a decent stock cooler but not built for ocing. Mabye the fan makes it a little oc friendly. I do know that that is one of the quietest video cooling solutions available.

A heatpipe is one hell of a good cooler, if you have good airflow through your case the quickly get the heat out. Otherwise it performs no better then stock cooling. Adding the fan to it like that is probably for those who dont have awesome airflow through their case.
