Can I play nes snes psx and psx2 and dreamcast etc...consols on a computer tv card?

I was wondering if there where any v cards that allow you to play your fav video games on your computer?....mainly as to be able to use some 5.1 or 4.1 speakers I am planing to get along with the tv card
