Is my PSU the source of my USB issues?

So whenever I start my computer, my usb busts out when it gets to the menu about which operating system to boot into. the USB comes back on once windows starts loading, but then sometimes when the computer is on, it will go out again, then the computer will restart. Is this the PSU, or is my motherboard shot? I'm running everything stock...

Can yo elaborate im having a hard time understanding whats wrong. So you sometimes when ur in windows, your USB wont work, and othertimes You computer will just randomly restart?

Sounds more like a motherboard issue from the info provided... my folks have a board with flaky USB that does this at times, though the whole system doesn't restart for them.

sometimes in windows the USB will freeze and restart, other times the USB won't work when loading windows.
