If you really did have a rail that low your RAM wouldn't function and your computer wouldn't work. Always check voltages with a digital multimeter for accurate voltage measurments. MBM sometimes can't be trusted to deliver accurate readings so you have to do them yourself. Just poke a multimeter prong into the back of the motherboard connector (the orange wire) so that it touches against the metal contact. Use the black lead from the multimeter on a ground pin on a molex or on a black wire on the motherboard connector.
 
the fact that its not a real rail also contributes to the inacuracy of software monitoring vs the hardware checking with a voltmeter.
