directX problem

ok, here's whats happend. i did a windows update and restared my computer, after it started back up i thought i'd go play a nice game of UT. when i did i got a error message that comes up when there is this stupid problem with directX, i've had this error screen before and i had to do a windows repair to fix it, long story... but for some reason windows update doesn't like directX 9.0b very much so it decides not to run any OTHER games i have. so, i go into dxdiag and am looking through the sound tab when it says there is not sound card installed... thats odd, i can see one in my computer!!!, so i shut-down and re-seat the sound card... that doesn't change a damn thing, i still get the "reinstall audio drivers" crap whenever i try to play a song in winamp. so, i do. still, nothing changes. i think maybe reinstalling DirectX 9.0b will fix the problem, insted i get this message

now, i've never seen this screen before nor should i ever if directX accually worked like it was suppose to! i'm all out of options any help would be greatly welcome. and i swear to god, windows must have been programed by a bunch of baboons with down syndrome

Make sure you're logged on as administrator, and re-register the following files - click OK after each line...

regsvr32 licdll.dll
regsvr32 regwizc.dll

Also, check to make sure the "Cryptographic Services" haven't been disabled...Start | Run | Type services.msc and click OK | Right click "Cryptographic Services", and select "Properties" | If the service has been disabled, enable it (in the "Startup type" field).

If neither of the above work, re-register the following file...

regsvr32 wintrust.dll
