what is high for the 5volt rail

I can adjust my 5volt and 12volt rails via a pot that controls both rails in the unit. However when Im at 12.23(max) on the 12 volt rail then the 5volt rail is at 5.35.
Is the 5volt rail to high at that.
The tricky thing is that if I lower the pot so that the 12v rail is as low as 12.03 the 5 is still at like 5.29.
So to get to ATX spec on the 5volt line I have to run the 12 volt rail very low. like 11.78.

Id rather have it a little high as long as its safe.

You should be fine , but I would not go any higher .

I have one system with an older 400watt Antec PP412X that I raised the pots on with my +12v showing 12.25 and the +5v at 5.25v . Newer had a problem with it or the P4 board its connected to (Abit IT7).

Again, I would not go any higher . Test it with a MM (multi meter) at a full load and at idle on the system just to be safe .
