Samsung Hyperspeed is a loser?

I have 256*2 Samsung Hyperspeed. Supposedly 3200. Doesn't seem to want to get much over 180 though. Is it a safe assumption that it has to go?

Try to use some looser memory timings. That might help it get to 200MHz.
