Ram sticker says 256 but only reads 128...

My friend jsut recently purchased some new ram for his comptuer and when he installs it, his comptuer tells him that he is only getting 128 MB of the 256 MB chip he purchased. Any ideas? He has tried it in multiple comptuers...same result.
 
What bout if the motherboard only supports a certain amount. Would it only show as high as it can go, even if theres more?
 
Some older boards can't support high density RAM that is sold today and they can only use 1/2 of the stick. What setup does he have?
