It means that the cable that you are using is either not an 80 conductor cable or, if it is, it's not properly connected with the blue connector on the mainboard IDE connector. Either condition will result in a maximum data transmission rate of 33MB/s on the cable, rather than typical theoretical maximums of 100 or 133MB/s. Put this one high on the list of items to fix.
 
what is a conductor cable?
i used a normal ide cable like the one that comes with hard drives , cd drives...

Also, is it normal to display this when it boots up? "Detecting / \ / \ / \ and then it displays the image i posted earlier
